SPECIAL TERMS WITH REGARD TO GRANTS AWARDED BY THE JUHO VAINIO FOUNDATION

  1. The use of a grant is not completely restricted to the calendar year for which it has been issued. However, work on the basis of the grant must be initiated during this year, unless the Foundation has approved an extension period for use of the funds beyond the grant period for special reasons and on the basis of the recipient’s request.
  2. The purpose of the grant is to create the prerequisites for concentration on research work and accelerate the completion of a good research study. Grants are thereby intended for working which corresponds to full-time employment (on average, 37.5 working hours per week), free from other paid work. During the grant period, however, it is possible in addition to the normal work-time used for the above-mentioned research work to do additional remunerated work, if it supports the completion of the research study, the development of its content, or the qualifications of the grant recipient. In accordance with the prepared research plan, additional work is not allowed to impede completion of the research study.
  3. If the grant recipient uses the grant to employ assisted labour or for the payment of other wages to benefit the research, the grant recipient is obligated to look after income tax deducted at source and other normal employer responsibilities.
  4. A grant recipient residing in Finland is obligated to obtain insurance from the Farmers’ Social Insurance Institution (Mela) if s/he works on a grant continuously for at least four months, and the amount of the grant exceeds the prescribed minimum limit (in 2011: 1,149 euros). The minimum limit changes annually. The taking of insurance is compulsory when the terms for the same are fulfilled. Under certain conditions, the sphere of insurance also includes work performed abroad that is secured by a grant, or the work of a foreign grant recipient done in Finland.

    The grant recipient should personally agree on insurance matters with Mela as well as personally remit all related payments. Insurance must be applied for within three months of starting work on the basis of a grant. The insurance premiums are approx. 14% of the amount of the grant. Insurance coverage applies only to working. If the grant is awarded to a working group, the person in charge of the working group should make the required reports.

  5. With regard to the personal grant issued, part of the grant may be used to cover the costs of the research or project that is being supported. This maximum sum is entered in the grant resolution. The starting point is that with this sum it is possible to cover the regular expenses incurred in working; such as travel, equipment and furniture costs as well as the ‘share of general costs’ that may have to be paid to the research facility, which may be 10% of the grant amount at maximum. Costs are not calculated to comprise statutory insurance premiums, because they are not costs that can be deducted in the insurance application.

    In the grant recipient’s insurance application form, s/he must report the sum, which s/he shall be using towards expenses. The sum to be used towards expenses and that to be reported to Mela can therefore be the maximum sum approved in the grant resolution or less than this, so the part of the grant used only for working is correspondingly larger than in a situation in which the maximum sum approved for expenses is to be used entirely for expenses. Insurance premiums are stipulated in accordance with the sum of money from the grant that remains for working after expenses.

    The purpose of the project grant issued to a working group is to cover, from the starting point onwards, the necessary costs for implementing the research project, such as the salary costs of the working group members as well as other expenses. As a rule, the project grant recipient is not consequently within the sphere of social security insurance obligation mentioned above. In the event that the project grant is distributed to the leader of the working group or to its members as a grant rather than as a salary for their work, they are nevertheless within the sphere of pension obligation with respect to the conditions mentioned in point 4 above.
  6. The number of working months entered in the resolution is an estimate by the awarder of the grant, the Juho Vainio Foundation, of how many working months the grant awarded shall cover. The Pension Institution rests its judgement on the number of working months reported in the Foundation's grant resolution, unless the grant recipient notifies the Pension Institution of a longer working period. If a working group is concerned, the Foundation has no qualifications whatsoever to assess how many months the individual members of the working group shall operate with the grant or whether or not they work as salary earners, whereupon they are not within the sphere of this insurance obligation. The leader of the working group or working group member concerned is personally obligated to inform the Farmers’ Social Insurance Institution (Mela) as to how many months s/he works on the basis of the grant.
  7. In addition to these instructions and special terms, the grant recipient should observe the general application instructions and conditions with respect to Juho Vainio Foundation grants.
